Abstract
In 1998, the State Council promulgated the "Notice of the State Council on Further Deepening the Reform of the Urban Housing System and Accelerating Housing Construction" (No. 23), which marked the beginning of the establishment of China's urban housing commercialization system. In the second half of the same year, China began to gradually implement a monetization policy for housing allocation, marking that China's housing distribution system has gradually withdrawn from the historical stage. This also kicked off the prelude to the rapid development of China's real estate industry.
